I was born in LaGrande, Oregon and lived in Wallowa, Oregon until I was a junior in high school when my family moved to Springfield in 1963. I attended Thurston High School and have always resided in Springfield except for the time I served in the US Army Security Agency from 1968 to 1971. My wife and I raised our two daughters here and now enjoy watching our five grandchildren grow up here. Three attend Middle School in Springfield, one is in High School, and one is attending the University of Oregon. My years as your State Representative, professional career and community involvement prepared me well to understand the needs of Springfield and how to represent them while respecting our differences.

This past session I served as Chair of the House Committee on Economic Recovery and Prosperity and as a member of the Committee on Behavioral Health and Early Childhood. I also continue to serve on the Road User Fee Task Force, Oregon Growth Board, the Cultural Trust Board, and several others in my capacity as your state representative.

Challenges were many this past year, but fortunately we had increased revenue which allowed us to invest in one-time expenditures to position the state and our communities to provide support for so many who need it. New investments in Housing, Behavioral Health Services, Education, and economic recovery are areas impacting every corner of our state, and our community. Work is still needed, and I look forward to continuing to represent you at future sessions to collaborate with my colleagues to find solutions for our state.

Julie supports a comprehensive, coordinated response to homelessness, through improved access to supportive housing, mental health care, substance abuse programs, and social services.

As the Chair of the legislature’s Housing Committee, in 2022 she led the development of a $400 million homelessness and housing package, which will help connect unhoused people with shelter and critical services, keep Oregonians in their homes, and build more affordable homes.

Fighting for a Fair Economy
Julie has the right experience and priorities to build an economy that works for working families and small businesses, not just the wealthiest individuals and largest corporations. She has 20 years of private sector experience helping businesses pay their workers fairly and making companies better places to work.

Fighting for Safer Communities
Julie supports making targeted investments in proven solutions to reduce crime by addressing the root causes of the problem. In the legislature she’s advocated for funding for community-based violence prevention programs and mental health services and for policies that help law enforcement focus on preventing and solving serious crimes.

Fighting for High-Quality, Well-Funded Public Schools
Julie knows that education is the key to opportunity. As a legislator, she’s fought to ensure that schools and teachers have the resources, support, and staffing they need to be successful. She worked to pass the landmark Student Success Act, a $1 billion/year increase in school funding that will help lower class sizes, expand career & technical education courses, and increase access to early childhood education programs.

Kathleen Taylor

State Senator Kathleen Taylor has lived in Oregon for nearly 25 years. She lives in Southeast Portland with her husband, and two children who attend Portland Public Schools. Her professional background spans the private, public and volunteer sectors.

Senator Taylor began her career as a recruiter for Boly:Welch where she worked with small businesses to find jobs for hundreds of Oregonians. She left to pursue a graduate degree in public policy at Rutgers University. When she returned to Oregon, she went to work as Management Auditor, examining and analyzing government programs. Kathleen has worked for the City of Portland, Metro, Multnomah County, and the Oregon Secretary of State’s Office to help make government at all levels more efficient and transparent.

As a volunteer, Kathleen has been a Court Appointed Special Advocate (CASA), defending the rights of Oregon’s children, and VISTA volunteer, helping at-risk children in rural Idaho. She has also served as a member of the Portland Public Schools’ Citizen Budget Review Committee and as PTA President at her children’s school.

Rep. Taylor has a B.A. in Political Science and Psychology from University of Wisconsin, Madison and a Master’s degree in Public Policy from Rutgers University. She resides in Southeast Portland with her husband Chris and two children.​

Kate Lieber

Senator Kate Lieber represents Senate District 14, which includes Beaverton, Aloha, and portions of Washington and Multnomah County. Kate is a mother of two, a breast cancer survivor, a community college instructor, and attorney. She is deeply invested in improving our communities and understands, as a State senator, that having power means using it wisely and justly. Senator Lieber is guided by these beliefs and principles in all her work, and sees equity as the foundational principle for all she does.

Kate believes in the right to a safe and inclusive work environment, including the right to organize and bargain for better pay, working conditions, and workplace equity. She also believes healthcare is a human right and will fight to ensure all Oregonians are able to provide for their families.

She ran for office with the goal of re-envisioning social support and services in Oregon. From her time as a Multnomah County prosecutor and later serving on the Oregon Psychiatric Security Review Board and on the Board of Transition Projects, Kate has seen first-hand the deep connections between poverty, mental health, criminal justice, and housing insecurity. In the legislature, Senator Lieber is invested in deepening her understanding of this intersection, and working to end the criminalization of poverty and mental illness while improving access to safe, supportive and affordable housing.

Kate believes strongly that we need to be doing more to support caregivers, and to end the feminization of poverty. She is an advocate for greater protection and flexibility for working caregivers, particularly mothers, and for more support for people caring for relatives who are ill, aging, or living with disabilities.

Kate is able to advocate for these beliefs and principles through her role as co-chair of the Joint Ways and Means Subcommittee on Human Services, and member of the Joint Ways and Committee and the Subcommittee on General Government. Senator Lieber believes that budgets are a reflection of values, and this belief guides her work on these committees. As a member of the Senate Committees on Human Services, Mental Health & Recovery, and Labor and Business, Kate is able to champion policies that are important to workers and to the most vulnerable Oregonians. As Assistant Majority Leader, she is a strong voice within the Democratic Caucus for advancing a progressive policy agenda.

Ken Helm

Since 2015, I have sought to be a steady and thoughtful voice for Beaverton and SW Portland. There is yet more to do, and I would be honored to continue serving as your State Representative.

Economic Recovery – We will be rebuilding our economy for many years. We must support small businesses and workers, encourage local entrepreneurs, and invest in workforce training. I am also working to reduce the cost of child care, health services, and housing to help boost family budgets.

Healthy and Safe Learning – I seek to get our schools back to normal. That means keeping facilities open, supporting teachers and staff, and prioritizing safety and face to face learning for students.

Houselessness is a Tragedy – We need a multi-part response, including affordable housing, beefing up shelters and support services, and discouraging urban camping.

Community Safety – Community safety and an equitable justice system are vital priorities. Our enforcement resources should focus on preventing violent crime and protecting our neighbors.

Lew Frederick

Oregon State Senator Lew Frederick first took office on October 30, 2009 during a swearing-in ceremony as an appointed representative from House District 43. In 2016, he was elected to Senate District 22, representing most of north and northeast Portland. Professionally, he is a Strategic Communications Consultant, focusing on Strategic Planning, Community Relations, Science/Technical issues and Media Crisis Communications. Senator Frederick is a former board member of the Oregon State Board of Education, Oregon Shakespeare Festival and Oregon Museum of Science and Industry. Born in Pullman, WA, he has only Alaska to visit to reach all 50 states. He grew up in the South, Midwest and New England and went to college in Indiana (Earlham College). He’s a PhD candidate at Portland State University and has studied at MIT, Morehouse, and the Woods Hole Marine Biological Laboratories.

Senator Frederick’s experiences as a youth in the 1960s with his parents during the Civil Rights Movement anchor his commitment to service and making people’s lives better. His legislative focus is on justice in public safety, education, and economic security, “quality of life” issues for Senate District 22 and beyond. With an academic background in biology, theater, and political science, his professional life has included seventeen years as a television reporter at KGW-Channel 8 in Portland, thirteen years as the Director of Public Information for the Portland Public Schools, teacher, actor and ranch-hand.
